Founded in 2002 by a unique team of professionals, Nancy Kelbaugh and Jennifer Quinn, All-Pro Placement Service, Inc., a.k.a All-Pro Staffing, has been exceeding expectations with their award winning service.

All-Pro Staffing was established in March 2002 by a unique and talented partnership created by Nancy Kelbaugh, President, and Jennifer Quinn, Vice President. What’s so unique and special about this partnership? The two company officers are a mother-in-law and daughter-in-law team. These two aspiring women have proven they have the industry expertise and will to succeed. You will never see another team of officers that are as hands-on as these two women, proving that family can work together and be successful!

The Executive Team

  • Nancy Kelbaugh

    Nancy is a Baltimore native with over 30 years of business and management experience. She helps to direct the daily operations and handles the company finances. She has 25 years of staffing industry experience. Her vision and dedication have helped to build the company’s foundation. Her community involvement and generous giving have made her a positive role model for any young and striving entrepreneur. Nancy is an alumna of Notre Dame.
  • Jennifer Quinn, CSP
    Vice President

    Jennifer is the company co-founder. Her main focus for the past 15 years has been handling the company’s sales & marketing, government certifications and contracting, along with general office operations and recruiting. She received her Certified Staffing Professional designation from the American Staffing Association in 2007. She has served as the co-chair of the CHRA Fall Legislative Committee and Human Resources Committee for the Baltimore County Chamber of Commerce. Jennifer is also involved with the American Staffing Association, SHRM, Hunt Valley Business Forum, NAWBO, SmartCEO100 member. She recently received an executive management award as a top COO from SmartCEO Magazine. Jennifer is also a Baltimore native and is a graduate of Maryvale Preparatory School and Towson University.
